Financing case: 'Afsluitdijk Project' - reinforcement of the enclosure dam in the Netherlands

KfW IPEX-Bank is contributing approx. EUR 124 million to the financing.

Project profile - financing:

• Total investment volume of approx. EUR 840 million, roughly EUR 810 million of which is debt capital
• Bank consortium consisting of the European Investment Bank, KfW IPEX-Bank, DekaBank Deutsche Girozentrale, LBBW, Belfius Bank NV/SA and Coöperatieve Rabobank U.A.
• Complex PPP financing structure
• The reinforcement works for the dam fall under the Investment Plan for Europe (known as the Juncker Plan).
• Shareholders in the project company 'Levvel' are: BAM PPP (46%), Van Oord (46%) and Rebel (8%), together with the joint venture partners Aberdeen Standard Investments, APG Group, PGGM and EPICo.
• Construction and long-term maintenance by: BAM Infra and Van Oord Nederland

• Approx. EUR 124 million
• KfW IPEX-Bank is serving as Mandated Lead Arranger and played an active and prominent role in the documentation process

Relevance of Afsluitdijk for the Netherlands

The dam has been protecting the Netherlands against flooding for over 80 years. It also helps pump excess quantities of water from Lake Ijssel. Under this major project co-financed by KfW IPEX-Bank, Afsluitdijk is being rehabilitated and reinforced. The goal is for the enclosure dam to protect the Netherlands against both extraordinary flooding and a rising sea level in the future, too, thus also protecting the country against the consequences of climate change.

The dam is 32 km long and 90 m wide. The A7 motorway, a cycle path and a footway run along the top of the dam.
