KfW IPEX-Bank participates in PPP financing for partial expansion of A9 motorway south of Amsterdam
Press Release from 2019-12-03 / KfW IPEX-Bank
- Fifth and final sub-project for the Schiphol-Amsterdam-Almere corridor
- Better connection between Amsterdam and its environs
Together with several other international financial institutions, KfW IPEX-Bank is financing the expansion and partial lowering of the 11-km-long section of the A9 motorway between the traffic junctions Badhoevedorp and Holendrecht south of Amsterdam. The project also includes operation and maintenance for an ensuing period of 14 years.
It marks the fifth and final sub-project for expanding the Schiphol-Amsterdam-Almere corridor. The project aims to improve the flow of traffic, reduce traffic jams and improve the quality of life in the urban area by improving the connection between the periphery to the metropolis of Amsterdam while also offering more protection against noise pollution. Apart from expanding the existing A9 motorway from three to four lanes in each direction, a section of 1.6 km will be lowered in a so called ‘sunken highway’ with roofs on 3 places. In addition, noise pollution barriers are planned along a section of all together 14 km.
The award to carry out the public-private partnership (PPP) project had previously been given to the VeenIX consortium headed by Macquarie Corporate Holdings, one of the world's largest and most experienced investors and developers of infrastructure projects. The main Project sponsor is the Dutch state, represented by the Directorate General for Infrastructure and Water Management, or "Rijkswaterstaat." Construction contractor is FCC Construcción.
KfW IPEX-Bank is providing approx. EUR 120 million towards the total financing volume of the project of EUR 850 million.
"We are pleased that we can work together with our esteemed business partners on another prominent PPP infrastructure project in the Netherlands," said Andreas Ufer, member of the Management Board of KfW IPEX-Bank. "With this financing, KfW IPEX-Bank can once again underscore its important role in structuring financings for infrastructure projects in Germany and Europe that are carried out by the private sector."
Macquarie and KfW IPEX-Bank have already realised the financing of a number of successful PPP projects together, most recently the Blankenburg Tunnel in the Netherlands, Mersey Gateway Bridge in the UK and the A41 motorway in France.
